Kelaniya University
Under this Asian Development Bank (ADB) project, we assembled a team of international and national experts within the field of energy efficient and green buildings. At the onset of the project, we travelled across Sri Lanka to visit four different universities 1) Kelaniya University 2) Sabaragamuwa University 3) Sri Jayewadenepura University and 4) Rajarata University.
Each of the universities were recipients of ADB loans to build their university expansion. The role of our expert panel was to ensure that the building tender material included a sufficiently ambitious level of green building requirements that aligned both with the wishes of the respective the university building committees and was suitable in the national Sri Lankan context.
The expert panels also assisted in the tender evaluations by providing technical support to the procurement management unit (PMU) in effort to select the winning bidder with the capacity to fulfill the universities’ requirements.
The following reports were produced as part of our ADB expert panel advisory:
1) Inception Report (detailed workplan including personnel deployment plan and consultations with the executing agency and the implementing agencies – 4 universities) – within 2 weeks from commencement of assignment
2) 1st progress report (includes consultation summary and progress of preparation of bidding documents for two universities) – within 5 weeks from commencement of assignment
3) 2nd progress report (includes consultation summary and the completed bidding document with final cost estimates for two universities) – within 8 weeks from commencement of assignment
4) 3rd progress report (includes consultation summary and progress of preparation of bidding documents for remaining two universities) –within 11 weeks from commencement of assignment.
5) 4th progress report (includes consultation summary and the completed bidding document with final cost estimates for remaining two universities) – within 14 weeks from commencement of assignment. After submission of the 4th progress report, the expert panel also provided bi-weekly updates on the procurement process in email communication.
6) 5th progress report – covering additional scope of work including engagement of additional personnel to assist in the preparation of bidding documents as requested by PMU and PIUs (universities)
7) Upon submission of Building Professionals Advisory Panel Report with recommendations to PMU on the preferred bidder for the building tender of the 4 universities
8) Gap Analysis and Lessons Learned Reports with recommendations to PMU
9) Final report
It has been an educational journey in the process of realising these 4 university projects.
